The bill comes as former President Donald Trump, now back in the White House in 2025, moves swiftly with a Republican-led Congress to reshape U.S. immigration and electoral systems.
Originally introduced by Rep. Chip Roy (R-TX), the SAVE Act would amend the National Voter Registration Act of 1993 to require applicants to provide documentary proof of citizenship—such as a birth certificate or passport—before being added to federal voter rolls. The legislation would also require states to purge non-citizens from their registration databases and direct federal agencies, including the Department of Homeland Security and the Social Security Administration, to assist with verification efforts.
