Tom Homan Accused of Exploiting Mass Deportations for Profit
The immigration hard-liner’s consulting firm and Border911 nonprofits face ethics questions as deportation budgets soar.

Homan, 63, who previously served as executive director of enforcement and removal operations at ICE under President Barack Obama, now oversees Trump’s aggressive deportation campaign, which has detained more than 100,000 migrants since January. But while directing federal policy, he has also maintained deep ties to private companies and political nonprofits that benefit from expanded detention and deportation.
Consulting and Private Contracts
After leaving government in 2018, Homan founded Homeland Strategic Consulting LLC, a Virginia-based firm that boasts of securing “tens of millions of dollars of federal contracts” for clients.
According to a December 2024 report by the watchdog group Accountable.US, the firm took more than $83,000 from Jim Lamon, a failed Arizona Senate candidate indicted in the state’s fake electors case. The firm’s website, which once highlighted Trump’s endorsement, has since gone dark.
Homan has also received at least $5,000 in consulting fees from GEO Group, one of the largest private prison companies operating immigration detention centers, according to OpenSecrets. GEO and CoreCivic recently secured new ICE contracts worth a combined $259 million as part of Trump’s budget expansion for immigration enforcement.
Nonprofits Under Scrutiny
In 2023, Homan served as CEO of The America Project, a group founded by former Trump adviser Michael Flynn and Overstock.com founder Patrick Byrne, which bankrolled election denial campaigns and conspiracy efforts nationwide. He later launched Border911, a nonprofit that promotes Trump’s immigration agenda by describing migration as an “invasion.”
IRS filings reviewed by Coda Story show that Border911 and a related dark-money group, Border911 Inc., reported nearly identical expenditures in 2023 despite one organization claiming zero revenue. Nonprofit compliance experts said the structure may have violated federal tax law, which prohibits tax-exempt charities from subsidizing political activity.
Border911 has raised money through high-dollar fundraisers, including an April 2024 Mar-a-Lago event featuring Trump, where sponsorship tiers reportedly reached $100,000. The group has also promoted Homan’s appearances at Republican Party events, which experts warn could violate its tax-exempt status.

Watchdog Concerns and Homan’s Response
Accountable.US accused Homan of exploiting his new post for personal gain. “Both Homan’s business and nonprofit group have thoroughly milked his connections to the Trump brand before — why would he stop now?” said Tony Carrk, the group’s executive director.
Homan has denied wrongdoing, telling Rolling Stone that he has recused himself from government contract decisions and will file required financial disclosures. His federal ethics report, however, has not been released by the Office of Government Ethics despite repeated requests.
