WASHINGTON — The Department of Homeland Security is sliding into a partial shutdown this weekend after Congress left town without a deal to fund the agency, capping weeks of failed talks over how to rein in Immigration and Customs Enforcement (ICE) and Border Patrol. The House and Senate have both adjourned for a week‑long recess, with no plan in place to keep DHS open past the February 13 deadline, virtually guaranteeing at least a days‑long shutdown once the clock hits 12:01 a.m. Saturday.
