WASHINGTON — In a move certain to reignite environmental and civil rights battles, Homeland Security Secretary Kristi Noem quietly issued a sweeping waiver on November 19 that suspends dozens of federal laws to expedite border wall construction in Arizona’s Tucson Sector—marking at least the tenth such waiver issued by the Trump administration since taking office.​
