WASHINGTON — U.S. District Judge Robert W. Gettleman issued a temporary restraining order late Wednesday directing the Trump administration to immediately improve conditions for people held at ICE’s Broadview, Ill., facility, citing evidence of irreparable harm and the public interest in swift relief.
