WASHINGTON —Senator Thom Tillis, a Republican from North Carolina, has introduced S. 185, a new anti-immigrant bill that would allow individuals harmed by crimes committed by undocumented immigrants to sue local governments that follow sanctuary policies, which limit cooperation with federal immigration enforcement.
