WASHINGTON — The Department of Homeland Security is ramping up its efforts to encourage undocumented immigrants to voluntarily leave the U.S. through a significantly updated version of the CBP Home mobile application, a digital platform that now offers free flights, cash stipends, and fine forgiveness to migrants without legal status.
