WASHINGTON — On Thursday, the House passed a sweeping new bill that could lead to increased visa denials and closer surveillance of international students, particularly those from countries deemed adversarial by the State Department.

H.R. 1048, passed 241-169, signaling bipartisan concern over foreign influence in American higher education—but also prompting warnings about the bill’s implications for academic freedom and international exchange.

The Defending Education Transparency and Ending Rogue Regimes Engaging in Nefarious Transactions (DETERRENT) Act focuses mostly supposed foreign influence campaigns at American institutions of higher learning. But tucked within its national security provisions are measures that significantly heighten oversight of foreign students and the institutions that host them.
