WASHINGTON — Sen. John Cornyn, R-Texas, is spearheading an effort to legislate President Donald Trump’s proposed “Gold Card” immigrant visa, a $5 million pathway to U.S. residency and citizenship, aiming to integrate it with the existing EB-5 investor program rather than replace it. The move comes as the Trump administration continues to refine its immigration agenda in its second term, blending high-profile policy shifts with established frameworks.

“There's an EB-5 visa program that I've been working on for many years with Senator Grassley. So that's an established visa,” Cornyn told us last week. “And what I think the President said he wants is to do the Gold Card, which is $5 million—different terms but similar concept—that that would be something that would be added on top, not in lieu, of the EB-5.”
