WASHINGTON — The Department of Homeland Security (DHS) has unveiled a proposed rule that would fundamentally change how H-1B visas are awarded, shifting away from the current random lottery system toward a weighted selection process that favors higher-paid, higher-skilled workers (HT Kreighbaum).
